A Surplus Grows in Colorado
Colorado ended the 2002-03 fiscal year with a $77 million revenue surplus, reports today's Rocky Mountain News. Colorado has a law called the Taxpayers Bill of Rights that requires surplus revenue above a certain level to be returned to taxpayers via rebates or tax cuts.
